Open Call for Gender Equity Project Applications

The Bloomberg Philanthropies Data for Health Initiative Global Grants Program (GGP) is launching a new round of funding for projects that specifically focus on gender inequities in public health. This funding call supports projects that will improve the use and dissemination of sex and gender data for decision making and policy change. Applications should focus on integrating gender equity in one of the following core areas: civil registration and vital statistics, data use for decision-making, and cancer registration.

Please note: Project teams selected through this call will be expected to participate in virtual and in- person global convenings, country exchanges, and other joint activities to create a mutually reinforcing community of practice. A schedule of convenings will be shared prior to the contracting process to ensure the availability of teams to participate in the joint activities.

Eligibility

The Global Grants Program (GGP) is targeted to ministries of health, statistical and other relevant agencies at the national, subnational or municipal levels in low-and middle-income countries that have not received funding from the Data for Health (D4H) Initiative. In certain instances, applications from national NGOs that have strong relationships with government will also be considered. Please note that international NGOs and multilateral agencies are not eligible to apply, but are urged to encourage government partners to apply directly for funding.

The following countries are already part of the D4H Initiative and not eligible to apply:

Former focus countries within the Data for Health Initiative will not be eligible for additional grants after they have reached the funding cap.

Vital Strategies, Inc. does not provide funding to countries subject to the U.S. Treasury Office of Foreign Asset Control (“OFAC”) sanctions.

Funding Cycles

• Our next funding cycle opens June 10^th, 2024
• Project Idea Submission Period:  June 10^th– July 7^th
• Screening Period (rolling basis):  July 1^st – July 12^th
• Application Period:  July 12^th – July 22^nd
• Review Period: July 29^th – August 9^th
• Project Workshop and Agreement Period: August 26^th – August 30^th
• Funds Disbursed: Around mid-September

Funding Limits and Timeframe

The GGP will support grant periods of up to 15 months with a maximum award amount of $100,000; shorter-term grants with lower award amounts are also encouraged. Applicants should plan to start their projects on or about October 1^st.

Exclusions

• Projects that focus exclusively on data collection and not data use
• Service delivery or health care
• Procurement of medicine or other health care products
• Projects related to contact tracing or the delivery of COVID-19 relief or other services
• Personal protective goods
• Laboratory equipment
• Biological analysis
• Individual study or training
• Increasing/”topping up” the salaries of existing MOH personnel (salary offset is acceptable)
• Lobbying
• Capital Expenses

• Vehicles
• Computer or other electronic equipment (unless intrinsic to project)
• New Construction

Elements of an Effective Proposal

A good project must have discrete and measurable deliverables aligned to the objectives of the Data for Health Initiative. Please see our previously funded gender equity projects in DI, CRVS, and CR below. Please see the Request for Proposals Document for other examples of appropriate projects.

Please note that Project Idea forms and Applications must be submitted in English. Language support will be provided at the start of a project, if selected for funding.

Step 1:

Step 2:
Applicants must submit a Project Idea form for initial screening. If the idea meets the goals and mission of the GGP, applicants will be invited to prepare a full-length proposal.

Step 3:
Approved Project Ideas that are invited to prepare a proposal will be asked to include a project implementation plan, timeline and detailed budget in order to complete their application. Once applicants download the template below, project work plans should be developed to reflect key activities, corresponding costs and identify who on the project team is responsible for implementation. Once complete, applicants will upload their document within the last section of the proposal application.

Applicants will also be asked to identify a fiscal agent within their application. A fiscal agent is an entity that acts on behalf of the applicant to perform various fiscal duties such as the receipt, disbursement, and reconciliation of funds. The fiscal agent will manage and report on the funds that are disbursed for the project.
